In short: Once the concrete is in, the reinforcement is a permanent condition of the house. In Austral the item we photograph most is insufficient cover to slab reinforcement, and it is only visible for a few hours.
The window is measured in hours
A pre-pour inspection happens after the steel is tied and the plumbing is through, and before the trucks arrive. That is often a single morning. Miss it and the questions it answers become unanswerable without destructive testing, which nobody does on a new home in the City of Liverpool or anywhere else.
Cover to reinforcement is the recurring one
Concrete cover is the distance between the steel and the outside face of the slab. Too little and the steel is close enough to the surface for moisture to reach it over the life of the house. We have photographed insufficient cover on Austral pours more than any other slab item. It is quick to correct with chairs and spacers before the pour, and impossible to correct afterwards.
Beam steel and column sizes against the engineering
The other two we record regularly in Austral are beam reinforcement that does not match the drawings and columns that are not the specified size. Both are drawing-versus-reality checks rather than judgement calls, which is what makes them worth doing: either the steel matches the engineer's detail or it does not.

Austral sits in the south west growth area with Arcadia, Austral Gateway, Austral Rise and The Avenues all releasing. The builders here run fast programs across many lots at once, and a pour date set weeks ahead does not move easily. That pressure is exactly why an independent set of eyes before the pour is worth the coordination.
What you do with the report
You send it to the site supervisor the same day. Pre-pour items are almost always fixed without argument because the fix is cheap and the alternative is a slab nobody can sign off on. Where it is disputed, the report references the Guide to Standards and Tolerances 2017, and NSW Fair Trading is the next step.
